ELECTRONIC APOSTILLE

Since November 20, 2015 the apostillization procedure for legal documents has completely changed in Ukraine. According to the «Procedure for putting an apostille on official documents issued by judicial authorities and courts as well as on documents prepared by Ukrainian notaries» adopted on 11.11.2015 by the Ministry of Justice of Ukraine, the right to apostillize such documents was transferred to the local civil registry offices (so called “ZAGSes”). Thus, now one can put the apostille on his or her document virtually anywhere in Ukraine.

This apostille is called electronic because instead of a traditional stamp civil registry officials attach a sheet with an apostille, a digital signature and a special mark containing information about the office issuing the apostille to the document. Registry office officials put this mark after complete check of the document in the databases of the Ministry of Justice.

However, the process of apostillization takes more time now.. If previously apostilization took one full working day, now it takes officially three working days after submission of documents to the registry office. Also in some cases the document certification with apostille may take up to 20 working days.

However, the managers of the translation agency «TraDos» faced the situation that the staff of registry offices is not prepared to fulfill their new duties and to process efficiently high flow of documents. Another problem is the lack of technical facilities and supplies (for example, a permanent deficit of stamps). Therefore actual terms of apostilization sometimes take a couple of weeks.
